Information Technologys Impact in the Latest Stimulus Package
We all know the United States economy has been struggling and something must get done to boost it. In February 2009, President Barack Obama created a stimulus package to help combat it. A whopping $787 billion has been approved to give the economy a shot in the arm. Some of the biggest winners to gain from this historic stimulus are technology companies. Several billions of dollars are set aside for the tech industry to create more jobs and make technology upgrades to important industries. Today’s students may want to think about getting an IT education. It looks like there are plenty of opportunities for tech needs in the years to come.
The American Recovery and Reinvestment Act was drafted to save and create jobs immediately. It sounds like a quick fix but it is also supposed to lay the groundwork for long-term economic growth. Where is the money going? $288 billion is allocated to Tax Relief. Another $144B goes to State and Local Fiscal Relief. $111B is for Infrastructure and Science, and $81B to go to Protecting the Vulnerable. The last $59B, $53B, $43B, and $8B are allocated to Health Care, Education and Training, Energy, and Other, respectively. With this kind of money there should be enough funding to get us out of this crisis and back to the powerful country we used to be. This is the hope, and with a fair chunk of the package dedicated to technology we certainly are paving the way for the long-term.
If you have ever thought about getting IT training now is the time. $30 billion is currently invested in technology upgrades, with more than $100B in tech projects spending estimated in the next five years. The big dogs expected to gain the most from the stimulus are IBM, GE, and Cisco. IBM has already developed a smart grid in Washington State to manage energy consumption that could apply on a larger scale to the entire country. GE is working on an energy-management system that uses wind power. Look into the School of Technology at Westwood College for the chance to help Cisco push for the contract to spend the $7.2B allotted for broadband deployment. With 7.5% of the stimulus package dedicated to health care you might think it is not getting its fair share. That percentage equates to $59 billion, though. Harvard Medical School Professor Dr. David Blumenthal was named the National Coordinator for Health Information Technology. As Director of the Institute for Health Policy at Massachusetts General Hospital/Partners HealthCare System in Boston, he is a longtime advocate for making medical records electronic. Several professionals in the industry applaud the appointment with praise of his qualifications. With a good team around him we should feel confident he has the answers to make a strong impact on our country’s medical technology in the future.

RAR Files Explained
Among the various types of compression technology used to allow large files to be transmitted with lower bandwidth, a RAR file is among the more popular. RAR simply refers to the method of compression and decompression. It is among the types of compression which require proprietary software to shrink the size of a file. This compression type allows for effective means of ensuring the security of the files contained and can create files which are broken into multiple parts which allows for greater control over the finished project. The multi-part files are oftentimes confusing to novice users but are very easy to understand.
The appellation RAR file derives from the name of the compression method’s inventor. Eugene Roshal is a Russian programmer who first developed this compression. The name RAR is an acronym for Rosha ARchive. There have been several different versions of this compression released since it initially came into popular usage. Older types of RAR file decompressors will likely be unable to handle the newest versions of the files.
RAR file security capabilities make it very useful. These files can be password protected. The only ways one may break this encryption is through the use of brute force attacks or dictionary attacks, both of which take a considerable amount of time and, given that a properly-secure password is selected, are unlikely to succeed. A RAR files security capabilities extend beyond the simple ability to limit the file’s decompression to those with proper access. Each individual file in a RAR archive may be hidden from view. This allows these archives to be used to transmit secure data with relative safety and makes it essentially impossible for anyone to retrieve any information from the compressed file without having the correct password required to unlock it.
Multi-part RAR files are one of the other innovations of this compression format. Very large files are oftentimes split up in this way to make downloading more convenient. Uncompressing these files is easy enough that it oftentimes baffles new users as they search for whatever complicated process they assume must be involved. To unpack one of these files, one simply unpacks the main file and the decompressor will take care of the rest. There is no need for the user to engage in part-by-part reconstruction of the files in any regard. This makes them very convenient for file types such as video and audio which can be quite large.
The RAR file compression type is heavily-used for internet file sharing. Usenet groups are full of RAR files, their high compression rates making the attachment of large files to posts and the downloading of those posts by readers convenient and reliable. To unpack a RAR file, one may use any of the various free unpacking software products on the market. For Mac users, StuffIt will handle the unpacking work. Creating these archives, however, does require proprietary software which will require the user to pay a license fee. This format is quickly becoming more and more used.

Introduction
Scientific insights can be enabled by providing an interactive visual taxonomy management system. To achieve this it is important to structure, manage, and enable understanding of complex scientific information to enable scientists to collaborate using a systems approach. The main subject will be editing and display of taxonomies/phylogenetic knowledge, this could make possible new insights.
Creation, editing, and customisation of biology taxonomies
The primary aim for this research is to establish a method to represent complex taxonomies in a way that is interactive, accessible and understandable by a wide range of people. Seeing information in a new context can mean discovery of new truths. This will be enabled by use and further development of a Semantic Web infrastructure, and building on end-user programming research to enable the necessary interactivity. An objective is to enable communication between disciplines to allow a systems approach. A further objective is to enable biologists to use and customize automated translations from biological data that is often held in flat file structures that are difficult to parse. These can be connected into Semantic Web structures, to enable biologists to use freely available open standard technologies for search and structuring of information. This could save large amounts of time, so freeing researchers to concentrate on the scientific problem they want to examine. Better visualisation of information can aid scientists to improve their models. Semantic Web and Web 2.0 techniques will enable provision of visualisation and interactivity resources that allow scientists to create and edit visualisations. This allows emergence of knowledge for the benefit of scientists and public understanding. This will make it easier for science researchers to collaborate and explain their research to others, enabling new insights and progress. Visualisation will also provide a way of conveying this interdisciplinary science to the public.
The main strands to this research are -
- Provision of a system for managing, editing, and viewing explicit taxonomies.
- Enabling scientists to create and customise software for their research problems more easily.
- Use of the taxonomy system for complex scientific problems.
- Provision of a web based taxonomy system to be available to the public, and explanation and promotion of this system to enable public understanding of science.
Semantic Web representation can be used even when the scientific information structure has not been finalised and when this structure is subject to frequent change. Dynamic systems enable new information and connections to come to light, these can then be incorporated in the system rather than having to redefine the system around new knowledge. Semantic Web techniques enable standardisation of visualisation, parsing and searching. Thus, new insights can be obtained from information already known and from connectivity that has been visualised.
There has been an explosion of taxonomic/phylogenetic information in biosciences. Interacting with this information is problematic and could be aided by visualisation. This research will assist with collaboration for interdisciplinary solving of complex scientific problems where a systematic approach is required. There is an opportunity for assisting scientists cross boundaries to enable systems biology approaches and for public engagement, with the aid of visualisation. This is necessary to enable systems biologists to interact with earth systems scientists to undertake environmental systems analysis. Then it is also necessary to concentrate on enabling solutions to problems that cannot be solved by scientists without the need for programming, thus making it possible for scientists to create their own software to solve these problems. The interactivity that this can provide is important as the end-user programming techniques will improve facilities for uploading and managing information for amateurs as well as professionals. This interactivity is also important because of the quantity of information that needs to be made widely available and managed. To achieve this an online systematic representation of scientific information that gives a holistic view of related knowledge should be provided. This will reuse information and ideas provided by other researchers. So it is necessary to investigate systems that organise and visualise information. Conclusion
Semantic Web technology allows us to encourage and improve non-programmer involvement in visualisation of the problem domain. Beneficiaries are scientists who are enabled to collaborate in a systematic way with others on large problems, and who will have better tools for conveying their findings to other scientists and the public.

I am a Researcher in the final year of my PhD. I specialise in applying Semantic Web techniques. My current research is on a technique of ‘User Driven Modelling/Programming’. My intention is to enable non-programmers to create software from a user interface that allows them to model a particular problem or scenario. This involves a user entering information visually in the form of a tree diagram. I am attempting to develop ways of automatically translating this information into program code in a variety of computer languages. This is very important and useful for many employees that have insufficient time to learn programming languages. I am looking to research visualisation, and visualisation techniques to create a human computer interface that allows non experts to create software.
